The Lagos ACRC Journey

The African Cities Research Consortium (ACRC) has designated Lagos as one of the five cities selected for its implementation phase, which aims to facilitate urban transformation and policy reforms. The other cities include Accra, Ghana; Harare, Zimbabwe; Kampala, Uganda; and Nairobi, Kenya. This decision follows the foundational research and engagement activities conducted over recent years in twelve cities. ACRC is financially supported by the UK’s Foreign, Commonwealth and Development Office (FCDO) as part of the UK Aid program. A comprehensive analysis of city systems, political arrangements, and urban development sectors enabled local teams to identify critical issues. Their proposed strategic interventions were instrumental in selecting the cities advancing to the next phase. With pilot projects and the initial four cities announced in November 2023, the local ACRC teams will execute multiple urban development initiatives in the selected cities. These interventions aim to address challenges identified during the foundational research and promote urban reform.

 

The African Cities Research Consortium (ACRC) has engaged in comprehensive research and intervention initiatives within Lagos, Nigeria, addressing intricate urban issues. The “pilot study” at the foundation phase denotes initial multi-phase effort, transitioning from a diagnostic assessment to targeted action research and practical implementation. Below is an overview of Lagos ACRC’s activities in Lagos and on-going projects.

Foundation Phase: Year 2022

At the foundation Phase the City of systems (CoS) was applied to explore the functioning of interrelated city systems by focusing on nine key sectors in Lagos State: transportation; water and sanitation; waste management; food distribution; law and order; finance and ICT; energy; education; and healthcare

Implementation Phase: (Mid 2024)

Key Focus Areas and Ongoing Projects in Lagos:

  • Housing and Climate Resilience Initiative: Research has identified significant challenges in fulfilling housing needs, especially for low-income populations, alongside a notable deficiency in climate resilience—particularly flood protection in vulnerable neighborhoods. Proposed actions include enhancing access to affordable housing and developing targeted climate resilience strategies aimed at flood mitigation in low-income areas. This directly supports the “Climate Resilience Project.”
  • Safety and Security Enhancement: Lagos ACRC studies have revealed widespread issues with essential infrastructure, such as inadequate street lighting, which contributes to insecurity.
  • Structural Transformation Analysis: The consortium is also examining how Lagos’s rapid urban growth is progressing without corresponding structural changes. This includes exploring the informal sector’s dynamics and labor market transitions to better understand and guide sustainable urban development.
  • WASH water and Sanitation: Lagos ACRC’s aim to address systemic issues that could directly benefit WASH aspects by improving overall urban governance and infrastructure in Lagos communities.
